California fire watch log requirements are set by the local fire authority, and across Southern California the gap is wide. Ventura County Fire Protection District Standard 519 requires assigned fire watch personnel to patrol at a minimum of once each half-hour. Riverside County Fire Guideline OFM-15 requires patrol at least once each hour — and a copy of the log emailed to the Office of the Fire Marshal for every 24-hour period.
What a fire watch log actually is
A fire watch log is the written record of every patrol round made while a building’s fire protection is impaired. Ventura County Standard 519 describes a logbook holding a directory of emergency telephone numbers and a history of patrol rounds. Riverside County Guideline OFM-15 adds that the logbook must be kept on the premises and be available for inspection by the authority having jurisdiction.
Both guidelines place the duty to maintain that logbook on the owner, manager or person in charge of the premises, and set out the fire watch personnel’s own duties separately.
Fire watch log requirements differ across Southern California
These four Southern California authorities publish materially different rules.
Ventura County: half-hour patrols, log kept on site
Standard 519, published by the Ventura County Fire Protection District, applies when a fire protection or life safety system is inoperable beyond four hours. Personnel must patrol the entire building at a minimum of once each half-hour and record each round in the logbook, which captures date, time and area patrolled. The watch continues until the Fire District gives written authorization to stop.
Riverside County: hourly patrols and a daily emailed log
Guideline OFM-15 requires patrol at least once each hour across the whole facility, basements and penthouses included, and assumes the watch runs 24 hours a day unless the Office of the Fire Marshal agrees otherwise. OFM-15 also states that verbal termination authorizations are not permitted.
City of Los Angeles: a log whenever the fire warning system is down
Under the Los Angeles Fire Department’s high-rise retrofit guidance, a fire watch must be established using approved fire safety officers whenever the fire warning system is out of service, downtime is limited to non-business hours, and a fire watch log must be maintained.
City of San Diego: notify before the watch starts
San Diego Fire-Rescue advises that when a fire protection system is out of service a fire watch may be required, and that its Fire Communications Center and Fire Prevention Bureau be notified.
What every log entry should capture
Fire watch log requirements differ between the two published forms, so build to the stricter of them. Ventura’s Standard 519 log records the date, time and area patrolled for each round, and Standard 519 also requires any significant information to be entered in the logbook. Riverside’s sample log records the time, signature and printed name against each hourly round, with a header carrying the facility name and address, the responsible party, the company providing the fire watch and that company’s state licence number. Riverside’s form states that each timed signature acknowledges a complete check of the building — so a signature against a round nobody walked is a false record.
Hot work fire watch records follow a different rule
An impairment fire watch and a hot work fire watch are not the same duty. Federal OSHA standard 1910.252 requires a fire watch for at least a half hour after welding or cutting finishes. California employers answer to Cal/OSHA, whose Title 8 Section 4848 builds its fire prevention procedure on ANSI Z49.1-94 and NFPA 51B-2009. LAFD is stricter: four hours after field welding on high-rise retrofit work.
Who is allowed to sign the log
Riverside County requires fire watch personnel to be responsible solely for the fire watch, with no other duties assigned. Contracted guards fall under the Bureau of Security and Investigative Services: a registered guard completes Power to Arrest training before registration issues, carries a valid registration card on duty, and finishes 32 hours of skills training within six months. Before hiring a fire watch company in California, a property owner should confirm the company holds a current Private Patrol Operator licence and that every guard assigned holds a current BSIS security guard registration.
